What are the laws in WA that regard driving go-karts on sidewalks?

I'm 14 and want to build a gas or electric go-kart to drive on sidewalks or sides of roads. Before I start building I would like to know if legal. I live in a medium sized town but could also ride in our neighborhood.|||powered vehicles don't belong on the sidewalks and most go-karts are not street legal
